City Center • Seat of Power
The oldest part of Partiz, built around Romina's Tower. Here sit the institutions of Partizan governance: the Council chambers, Police Central, the official Casino, and the Tower itself—Romina's residence and the symbolic heart of the faction.
Police Central
Headquarters of the Red Scarves. An imposing stone building with holding cells, administrative offices, an armory, and—secretly—an experimental photography surveillance program. The main liaison office handles mission assignments for those seeking Partizan citizenship or favors.

Romina's Tower
The central spire of Partiz, predating the city itself. Romina resides in the upper floors; the lower levels house the Tower Court (judicial proceedings), audience chambers, and administrative offices. Few are granted access above the public levels.

🏪 The Market District
Commercial Heart • Rottinger Territory
The sprawling market square and surrounding commercial streets. Ruthe Rottingermanages the Market as both commercial hub and political power base. The Market Coalition draws its strength from the merchants and traders who work here.
Market Square
The central trading area of Partiz. Stalls, shops, and warehouses surround an open square where daily commerce occurs. Ruthe maintains an office overlooking the square from which she manages trade licenses and resolves disputes.
Rottinger Trading House
The Rottinger family's commercial headquarters. Import/export operations, information brokerage, and Ruthe's political base. The upper floors contain family residences including Ruthe and Damian's private quarters.
Artisan's Row
A street of workshops belonging to the Brenner and Kovacfamilies. Clockmakers, smiths, and craftspeople. Mathilde Brenner's workshop is here— a good place to discuss camera technology or commission special equipment.
🏘️ Settler's Borough
Transitional Housing • Hernano's Territory
Where new arrivals live while waiting to become Partizan citizens or preparing to colonize new territory. Simple housing, communal facilities, and a transient population.Hernano Ashgard runs the local police post here.
Borough Police Post
A small police station serving the Settler's Borough. Run by Hernano Ashgard, who works both day and night shifts but is rarely present when visitors arrive. Contains filing cabinets with Red Scarf personnel records and Hernano's obsessively organized desk.

Key location in "The Red Scarves Incident." Burnt papers in trash reveal clues about Diego Ashgard.
The Wanderer's Rest Tavern
A tavern catering to settlers. Opens at 10pm. Owner Old Gregor Varn (80+) lives above. Has a hidden cellar accessible through a passage behind beer kegs. Popular gathering spot for those waiting for citizenship.
Danger:
Gregor uses illegal Potential to torture those who wrong him. The cellar has held more than one victim.
Settler Housing Blocks
Simple communal housing for new arrivals. Shared kitchens, dormitory-style rooms, common areas. Residents here are either waiting for Partizan citizenship approval or preparing for colonization missions.
⚔️ The Military Quarter
Red Hat Barracks • Stern Territory
Home to the Red Hats—Partiz's military force responsible for Domain Hunts. The Stern family dominates this district. Barracks, training grounds, armories, and the memorial to fallen hunters.
Red Hat Barracks
Housing for active Red Hats between Domain Hunts. Includes common rooms, individual quarters for officers, and extensive training facilities. Captain Aldric Stern maintains his office here.
The Hunter's Memorial
A stone monument listing the names of Red Hats who died in Domain Hunts. Updated regularly—the list grows longer every year. A somber place where survivors pay respects.
The Armory
Military weapons storage and maintenance. Special equipment for Domain Hunts is prepared here. Access restricted to authorized personnel and those with special dispensation.
🌾 Agricultural Outskirts
Farms and Fields • Kurtz Territory
The farmland surrounding Partiz, managed primarily by the Kurtz family. Fields, orchting barns, and scattered farmhouses provide food for the city. Less patrolled than the inner districts—a place for secrets.
Kurtz Farmsteads
The primary agricultural holdings of Partiz. Elder Tomas Kurtz oversees operations from the main farmhouse. The rural Kurtz cousins work these lands, heavily intermarried and showing signs of the consanguinity crisis.
The Hidden Hand Casino
An illegal gambling den hidden in a converted barn. Run by opportunists who pay off certain police to look the other way. 20-30 gamblers on busy nights. Armed guards (not official Red Scarves). The official Crown Casino wants it shut down.

The Tunnel Networks
Partially mapped passages connecting various points in the city. Some lead to natural caves; others to artificial chambers of unknown origin. The Undercity families guard their knowledge of these routes jealously.
Rumored: Samuel Rottinger's Refuge
Rumors persist that Samuel Rottinger—Ruthe's missing father—hides somewhere in the Undercity. If true, he holds secrets that could reshape Partizan politics: the truth about Damian's parentage and Romina's crime.
